Looks like a scene of a belligerent parliamentarian waging a kinda strong verbal war against reporters
OR (as in a Khmer folklore): An old jackal, wanting to eat a lamb standing downstream, thought of an accusatory trick. And the jackal itself, standing upstream, stirred water to be murky and accused the young sheep of making water so murky that it couldn't drink.
